- Prior to returning to Colorado in 2007, Bill spent a 27 year career as a civil engineer with the U.S. Forest Service in the states of Montana, Idaho, Oregon, and Colorado. After retiring from the Forest Service, he established his own business performing residential and commercial building inspections in Bellingham, WA for 10 years until retiring here in Loveland. While living in Bellingham and other communities similar in size to Loveland, Bill saw a variety of outstanding downtown revitalization projects inspired by progressive leadership and fueled with community involvement. Bill believes that nothing reflects the heart and soul of any community more than its downtown. He wants to focus his efforts in pursuit of a vital and energetic downtown Loveland of which we can all be proud.

- Celeste joined the Downtown Loveland Association board in November of 2009. Smith is an active member in the community who shares in the vision of building a sustainable downtown location for residents, visitors, businesses, community members and merchants alike. “Watching the downtown area grow and become a vibrant location that connects too all parts of the city is very exciting”, comments Smith. The abundance of beautiful art, architectural diversity, rich history, gorgeous mountain views and lakes, as well as a plethora of community events is what drew Smith to Loveland four years ago.
- Smith has an extensive background in marketing and event management. Her event portfolio includes international conferences, corporate events, community events and tradeshows. As the Marketing Manager for McWhinney, Smith is responsible for developing and implementing the overall marketing, branding and strategic marketing plans for McWhinney and its various entities/projects. Smith creates and oversees the execution of the company’s brand platforms, event programming, advertising/graphic design, communications/presentations as well as website management and social media. She currently serves as the Secretary for the 2010 Leadership Loveland Program and enjoys volunteering regularly within the community where she can make a difference and create positive experiences for other people.
