What is the Heart Improvement Plan?
In partnership with the city of loveland, we are revitalizing Fourth Street from the ground up!The Heart Improvement Plan is a revitalization project that will start in late February of 2025. In partnership with The City of Loveland, we have been working on this concept for over 10 years. Deteriorating utilities and infrastructure underneath 4th Street will be replaced and the street amenities will updated.
The Heart Improvement Plan includes:
- Updating deteriorating infrastructure
- Replacing utilities
- Reconstructing the roads
- Improving sidewalk conditions to meet ADA compliance standards
- Installing new lighting
- Replanting trees, adding planters and seating
- Expanding existing patios as well as add new patios
- Other surface level improvements
Construction and Phasing
Starting on the east end of 4th street, Washington to lincoln will be the first block under construction. During Phase 1A the underground utilities will be replaced. Phase 1B will include improving the surface level amenities.

There are plenty of places to park during construction!
There will be temporary road closures throughout the project but there is plenty of additional parking in downtown.
